Advances in genetics could create deadly biological weapons, Clinton warns

New genetic technology that offers great benefits for scientific research could also be used to create biological terrorist weapons, US Secretary of State Hillary Clinton has warned today.

The threat from bioweapons has drawn little attention in recent years, as governments focused more on the risk of nuclear proliferation to countries such as Iran and North Korea.

But experts have warned that the increasing ease with which bioweapons can be created might be used by terror groups to develop and spread new diseases.

At an international meeting in Geneva aimed at reviewing the 1972 Biological Weapons Convention, Mrs Clinton said that the challenge was to maximise the benefits of scientific research and minimise the risks that it could be used for harm.

“The emerging gene synthesis industry is making genetic material more widely available,” she said. “This has many benefits for research, but it could also potentially be used to assemble the components of a deadly organism.”

Gene synthesis allows genetic material – the building blocks of all organisms – to be artificially assembled in the lab, greatly speeding up the creation of artificial viruses and bacteria.

The US government has cited efforts by terrorist networks such as al Qaida to recruit scientists capable of making biological weapons as a national security concern.

“A crude but effective terrorist weapon can be made using a small sample of any number of widely available pathogens, inexpensive equipment, and college-level chemistry and biology,” Mrs Clinton said.

She cited the Aum Shinrikyo cult’s attempts in Japan to develop anthrax in the 1990s, and the 2001 anthrax attacks in the United States that killed five people.

Washington has urged countries to be more open about their efforts to clamp down on the threat of bioweapons.

But US officials have also resisted calls for an international verification system – akin to that for nuclear weapons – saying it is too complicated to monitor every single lab’s activities.

Police on alert for Moscow protests

Thousands of police and troops patrolled central Moscow today in an apparent attempt to deter any further election protests.

A day earlier a rally against vote fraud and corruption caught Russian authorities by surprise.

Prime Minister Vladimir Putin, meanwhile, called his party’s reduced number of seats in Sunday’s parliamentary election an “inevitable” result of voters always being dissatisfied with the party in power.

Mr Putin also dismissed allegations of corruption among his United Russia party members, calling it a “cliche” that the party had to fight.

In neighbouring Lithuania, US Secretary of State Hillary Clinton again criticised the Russian election and urged that widespread reports of voting fraud be investigated.

United Russia party won slightly less than 50% of Sunday’s vote, according to nearly complete preliminary results.

Although that gives the party an absolute majority in the State Duma, the lower house of parliament, it is a significant drop from the 2007 election when the party got a two-thirds majority, enough to change the constitution unchallenged.

Even that smaller majority is seen as questionable in the wake of numerous reports of voting fraud to inflate United Russia’s total.

Russian officials, however, have denied any significant vote violations.

Still, the election results reflected public fatigue with Mr Putin’s authoritarian streak and with official corruption in Russia, signalling that his return to the presidency in next March’s election may not be as trouble-free as he expected.

Russia’s beleaguered opposition has been energised by the vote. Late Monday, thousands marched in Moscow chanting “Russia without Putin!”

On Tuesday evening, hundreds of police cordoned off Triumphal Square, adjacent to the capital’s main boulevard, after reports that anti-Putin demonstrators would try to gather there.

Hundreds of young men, some wearing emblems of the Young Guards, United Russia’s youth wing, also were seen at the square.

Police also cordoned off a monument to the 1905 Revolution, which also has been the site of demonstrations.

Police detained about 300 protesters in Moscow on Monday and 120 participants in a similar rally in S. Petersburg.

Security forces already had been beefed up in the capital ahead of the election.

Moscow police said 51,500 Interior Ministry forces were involved and it was all part of increased security for the election period.

Mr Putin’s comments appeared aimed at saving face and discouraging the opposition from seeing United Russia as vulnerable.

“Yes, there were losses, but they were inevitable,” he said.

“They are inevitable for any political force, particularly for the one which has been carrying the burden of responsibility for the situation in the country.”

He also addressed the popular characterisation of United Russia as “the party of crooks and thieves,” saying corruption was a widespread problem not limited to a single party.

“They say that the ruling party is associated with theft, with corruption, but it’s a cliche related not to a certain political force, it’s a cliche related to power,” he said.

“What’s important, however, is how the ruling government is fighting these negative things.”

Mrs Clinton criticised the vote for a second straight day, saying that “Russian voters deserve a full investigation of electoral fraud and manipulation.”

Seymour: Simon’s mum wants us back together

Simon Cowell’s ex-girlfriend thinks his mum wants them to get back together.

TV presenter Terri Seymour – who dated the music mogul for six years until 2008 – has remained close to Julie Cowell but insists she will never reunite with her former boyfriend.

Asked if she still speaks to Julie every week, she said: “Yes, I do. She’s actually in LA with my mum at the moment. We’re all very close.

“But Simon and I are just great friends. There’s no chance of us getting back together. There’s no doubt that Julie would love [us to get back together], but it’s never going to happen.”

Simon got engaged to make up artist Mezhgan Hussainy in February 2010, and while Terri refused to discuss their relationship, she thinks it will be a “surprise” if they do make it down the aisle.

She added in an interview with Britain’s Star magazine: “I’d never discuss his family life – that’s for him. I can’t discuss it, that just wouldn’t be fair.

“I honestly don’t know if there will be a wedding. You know Simon could surprise all of us. Who knows.”

Despite Terri and Simon ending their relationship three years ago, the brunette beauty thinks she will always be associated with the ‘X Factor’ star.

She added: “I don’t think I’ll ever be out of his shadow – people still come up to me and say, ‘Oh my God, you’re Simon’s girlfriend!’ And I’m like, ‘I haven’t been his girlfriend for years!’ ”

Court orders Pfizer to pay $73m in damages

A US court has ordered pharmaceutical giant Pfizer to pay three women almost $ 73m in damages.

Jurors in Philadelphia deliberated over two days before finding today that hormone-replacement drugs made by Pfizer were responsible for cancer in the women.

More than six million women took Pfizer-made menopause drugs to treat symptoms such as hot flushes and mood swings, before a 2002 study highlighted their links to cancer.

UK shareholder group calls for bank reforms

It can no longer be “business as usual” for UK banks when they decide how much to pay out in bonuses this year, an influential shareholder group warned today.

In a letter to all UK-listed banks, including Lloyds Banking Group, Barclays, Royal Bank of Scotland and HSBC, the Association of British Insurers (ABI) called for an overhaul of the way the companies determine pay packets.

Plunging share prices have hit investments while the payment protection insurance (PPI) scandal and eurozone debt crisis have dented bank profits and as a result the ABI said it expects to see lower bonus pools and individual awards.

Otto Thoresen, ABI’s director general, said: “It is essential that all banks take, and are seen to take, a responsible approach.”

The mounting pressure comes ahead of next February’s banking results season when bankers’ bonuses will be revealed and are expected to provoke further outrage, despite being lower than previous years.

Martin ‘confused’ about when to end Coldplay

Chris Martin worries Coldplay will become like a “seedy old man in a strip club”.

The ‘Paradise’ hitmaker is worried about when the band should call it a day as he is unsure at what point they would lose touch with what’s credible, so tries to counter it by only vowing to only make another record when it “means everything”.

He said: “When should we stop? What should we do? I’m genuinely confused.

“There’s a certain point where you go from being the hot guy in the bar to the seedy old man in the strip club. Now both these people love sex just as much as each other. At what point do you cross over?

“To make a record it has to mean everything, so we’ll only do another one when it means everything again.”

Despite his feelings, Chris feels he has to continue the band because he loves touring so much.

He told Q magazine: “For all the insecurity and paranoia offstage, onstage I f***ing love it. I love our band. And I have to do it. The fun of it, the joy of it.

“On stage, I don’t have any doubt about who’s the best f***ing band in the world, but only for 90 minutes.”

Ryanair reports 8% fall in passenger numbers

Ryanair’s passenger numbers fell during by 8% last month, it has been revealed.

According to figures released by the Irish airline, 4.68 million people flew with Ryanair in November.

Ryanair’s load factor was unchanged at 80% compared to November 2010, however.

“As previously guided Ryanair’s 2011/12 winter traffic will decline by approximately 4% as we sit up to 80 aircraft on the ground due to higher oil prices,” said spokesman Stephen McNamara.

NASA discovers Earth’s ‘twin’

NASA has said it has made a major discovery by confirming the existence of a planet very similar to Earth.

It is called Kepler 22-b, but many of its characteristics are so like ours that scientisits are calling it Earth’s “twin”.

Clinton voices ‘serious concerns’ about Russian election

The United States has “serious concerns” about the conduct of Russia’s parliamentary elections, US Secretary of State Hillary Clinton said today.

Prime Minister Vladimir Putin’s party saw its majority in Russia’s parliament weaken sharply, according to preliminary election results released Monday.

Mrs Clinton said that international monitors have raised questions about possible ballot-stuffing and manipulation of voter lists “and other troubling practices”.

She said Washington is also concerned that internal Russian election monitors were harassed, including by cyber attacks on their websites.

“Russian voters deserve a full investigation of all credible reports of electoral fraud and manipulation and we hope in particular that then Russian authorities will take action” on reports that come forward, she said.

She said, “The Russian people, like people everywhere, deserve the right to have their voices heard and their votes counted. That means they deserve free, fair, transparent elections and leaders who are accountable to them.”

Downey Jr.: I’m a suburban dad with baby on way, but life is good!

Robert Downey Jr. is starting to “stress” about turning 50, but has no intention of slowing down.

The 46-year-old actor – whose wife Susan is expecting their first child together – says he is enjoying everything about his life at the moment but admits the thought of reaching his half-century is not an appealing one.

The ‘Sherlock Holmes: A Game of Shadows’ star – who also has an 18-year-old son Indio, from his previous marriage to Deborah Falconer – said: “It’s funny. I used to say that I’d welcome a bullet to the forehead if I ever ended up as a 40-something, remarried, marketable, big-action movie dad living in a cosy cul-de-sac in suburban LA. Now I am that guy.

“It just goes to show that I usually don’t know what’s good for me in life. But I’m getting better at knowing that stuff. I don’t need to rub against the grain nearly as much as I used to. I’m 46 now, so the countdown to my half-century has begun. I’d have to be completely deranged not to stress about that.”

However, Robert says he has no intention of slowing down as he wants to live life to the fullest.

He told Live! magazine: “Life is good. With a new baby on the way, maybe I ought to think about slowing down a little, but I can’t see that happening in the short term.”
